Because the baseline differs. The same injector is 40% up on the Ranger's stock 2.3 injector and 36% up on the Maverick's stock 2.0 injector, so quote the number that matches your engine.

Do I need a bigger pump as well?

For anything beyond a mild tune, yes. Pair them with the Ranger HPFP kit or the Maverick 1050-250 HPFP kit so the mid-range and the top end are both covered.

Will they idle and cold start normally?

That is the point of the OEM-equivalent spray pattern. With a correct calibration behind them, the truck should behave normally cold and at light load rather than feeling like a race part on the school run.
